State and top 50 male and female withdrawal levels, and the corresponding female-to-male withdrawal ratios, are close. Statewide, 12,569 applications were withdrawn—11% of all applications filed. Females were slightly less likely than their male counterparts to withdraw their applications (statewide female-to-male withdrawal ratio is .97); this is more pronounced among the top 50 (top 50 female-to-male withdrawal ratio is .93). In general, fewer applications were withdrawn from top 50 institutions.

Figure 5 illustrates the distribution of female-to-male withdrawal ratios. There is a wide variance around the top 50 female-to-male withdrawal mean, only 11 institutions are within .05 of the mean ratio of .93. However, those 11 institutions account for 42% of all withdrawals in the state—the institutions from which more applications are being withdrawn are concentrated around the mean. Of the twelve lenders who have more than 100 applications withdrawn, ten have female-to-male withdrawal ratios of less than 1.

It is difficult to conclude anything about the behavior of these institutions. Although their female-to-male withdrawal ratios are high, their percentage of total female withdrawals is consistent with the top 50 mean. It appears that these institutions are not "putting women applicants through the ringer"—rather, fewer men withdraw their applications, resulting in a higher withdrawal ratio.

There are a number of smaller lenders whose total female withdrawal percentage is significantly higher than the top 50 percentage mean:

Although these institutions had small numbers of total applications withdrawn, their percentage of female applications withdrawn was more than 6.2% higher than the top fifty mean. It is interesting to note that five of the six institutions in Table 18 also were among the outliers who had lower rates of originating loans to women compared to men.
