a 75-item questionnaire that evaluates their commitment to bicycling by examining six key areas: legislation, policies and programs, infrastructure, education and encouragement, evaluation and planning, and enforcement.
For 2009, the top 10 highest scoring states, in order, are: Washington, Wisconsin, Maine, Oregon, Minnesota, Iowa, Arizona, New Hampshire, Delaware, and New Jersey.
The League ranks the states annually and offers special recognition to those that apply for a Bicycle Friendly States award. The program links the League’s work with federal level and community advocacy throughout the nation and recognizes states, such as New Jersey, that work to actively support bicycling. The state rankings were first conducted in 2008; all questions and methodology remain constant to accurately track the progress of each state from year to year.
