Municipal Land Use Law for Planning and Zoning Board Members:

This 12-hour program provides an introduction to the local planning and zoning process in New Jersey. It is especially designed to familiarize municipal planning board and zoning board of adjustment members with their duties and responsibilities in accordance with the Municipal Land Use Law (N.J.S.A. 40: 55 D-1 et seq.). The powers of both boards and the statutory requirements governing their operation are emphasized. The development application review process is discussed in detail from the point of view of the board member, and various types of applications are analyzed. The content and purpose of key planning tools, including the master plan, zoning ordinance, and site plan/subdvision review ordinances are reviewed. This course should be considered essential for new appointees to both boards (or to a combined board) and complements the half-day program for new board members offered by New Jersey Planning Officials. Texts for the course are the Municipal Land Use Law and The New Millennium Guide to Planning Boards and Zoning Boards of Adjustment by Glenn Kienz. Students must attend all sessions of the course to receive a certificate of completion.


Course Requirements

A certificate of completion will be awarded to those who attend at least 80% of the classroom hours and pay the registration fee. You will be ineligible for a certificate if you miss more than 2.5 classroom hours.
Refund Policy

The full program fee will be returned to any student who provides a written notice of withdrawal prior to the start date of the course. A phone withdrawal will be accepted only if it is followed by a written confirmation. Notices sent by FAX (732/932-3586) will be accepted. Send withdrawal notices to: Planning/Zoning Program, Center for Government Services, Rutgers, The State University of New Jersey, 33 Livingston Avenue, Suite 200, New Brunswick, NJ 08901. You are obligated to pay the registration fee if you do not withdraw prior to the start date of the course, whether you attend or not.

Registration

To register, fill in the form attached to the schedule and mail it along with a check, voucher, or credit card information to the address indicated. Registrations are not accepted over the telephone. We must receive your registration form with payment prior to the first class session in order for your name to be placed on the roster. If you fail to register by mail, you MUST call us at 732/932-3640, ext. 643, to determine if enrollment is still possible via fax. Confirmation letters will not be sent. After you register by mail or by fax, plan to attend the first class session unless you are notified by us that the class is canceled.
