In addition to the principal staff listed below, the CDI will be linked
with personnel from the various program, centers, institutes and services
offered by the Bloustein School.
- Stephen Finn, Director is an Associate Research
Professor at the Center for Urban Policy Research (CUPR). He has provided
technical assistance to community-based organizations through the Rutgers
Community Outreach Partnership Center and as founding director of CUPR’s
Project Community. His research includes a twenty-city program evaluation
of community development capacity building for The Ford Foundation and
best practices in community development for the Pew Partnership.
- Robert Burchell, Faculty Associate is a
Professor II and the co-director of CUPR. Dr. Burchell is a recognized
expert in the areas of land use, fiscal impact analysis, smart growth
and housing policy. He has authored 25 books and more than fifty articles.
Dr. Burchell completed the Impact Assessment of the New Jersey State
Development and Redevelopment Plan and a recent reexamination of its
impacts.
- Sean DiGiovanna, Faculty Associate is an
Assistant Professor at the Center for Urban Policy Research and the
program in Urban Studies. Dr. DiGiovanna has focused on local economic
development and completed studies on industrial retention in Jersey
City and examined technology and business incubators for the State of
New Jersey. He is the project manager for the Wanted: Solutions for
America study which is examining successful strategies to overcome a
range of community problems.
- Kathe Newman, Faculty Associate is a Lecturer
at CUPR. She is a principal member of the RCOPC working with community
organizations in Newark’s West Side Pak neighborhood on projects including:
a revitalization plan for an Olmsted designed park, a feasibility study
for a community health center, and increasing access to data for neighborhood
planning using interactive GIS. She has conducted research on community
participation in the federal Urban Empowerment Zones.
- Dahk Muhammad, Administrative Associate
is an Administrative Assistant and Research Associate at the Center
for Urban Policy Research (CUPR). Her activities at the Center have
included participation in an economic impact study of a proposed $290
million state bond initiative to build affordable housing and create
jobs in New Jersey, and the management of R/ECON™ (Rutgers Economic
Advisory Service), which forecasts the State's economy. She has recently
helped prepare for publication several reports for the federal Economic
Development Administration (EDA).
- Lalitha Kamath, Project Coordinator is a
doctoral student in the Urban Planning Program at the Edward J Bloustein
School of Planning & Public Policy. Her dissertation focuses on the
benefits and costs of using Public-Private Partnerships, a network-based
model that employs managerial technologies to improve city governance
in cities in the developing world. She has previously been involved
in community development efforts through the Rutgers Community Outreach
Partnership Center which assisted community based organizations located
in Newark, NJ's West Side Park neighborhood to implement objectives
of their community plan. This work has included completing a directory
of available healthcare services and training opportunities, assessing
the feasibility of a health center, and compiling an inventory of leadership
development training programs. She is currently involved in conducting
research on and preparing training materials for practitioners in community-based
planning.
- Leonardo Vazquez, APA/Leadership Plenty Program
Director is an Instructor at the Bloustein School where he
also works on continuing education and distance learning. He was formerly
with the Milano Graduate School where he was Manager of Online Communication,
Nonprofit Management Knowledge Hub Editor, and an Adjunct Instructor.
He is a licensed professional planner,AICP/PP, and nonprofit management
consultant and former co-chair of the Planners for Ethnic and Cultural
Diversity Committee of the New York Metro Chapter/APA. He a former journalist
and has published in The New York Times, The Miami Herald, and the Chicago
Sun-Times.
- Andrew Rodney, Research Assistant is a graduate student
in the Master of City and Regional Planning program at the Edward J
Bloustein School of Planning & Public Policy. He has recently graduated
with a Bachelor of Arts in Geography from Kent State University in Kent,
Ohio. While at Kent State, he assisted with the Kent State University
Transportation Study and participated in an internship with District
Eight of the Ohio Department of Transportation in their planning department.
His interests include community development, downtown revitalization,
and historic preservation.
