A
People Mover for Atlantic City
This
report analyzes the critical
issues relating to the development
of an automated guideway transit
system, or people mover, in
Atlantic City. Commissioned
by the New Jersey Department
of Transportation in May 1988,
the study represents the research
of a team of Rutgers University
faculty members with expertise
in a variety of disciplines,
including urban planning, transportation,
land use, economic development,
political science, and law.
The report focuses on the following
topics related to development
of a people mover system in
Atlantic City:

The
study draws on several sources,
including a review of Atlantic
City planning documents and
transportation studies; the
automated guideway transit (AGT)
literature; and interviews with
60 "stakeholders"
representing the casinos, other
Atlantic City businesses, community
and civic organizations, and
city, county, and state government
agencies. AGT system suppliers
and transportation officials
from other cities that operate
AGT systems were also interviewed.
In
accordance with the charge presented
by the Department of Transportation,
the study does not make recommendations
nor does it outline a course
of action to follow in implementing
a people mover. The question
of whether or not a people mover
should be implemented is a matter
of public policy and a decision
to be made by public officials.
Instead, the objective of the
study is to provide a preliminary
but necessary assessment of
the issues involved in implementing
a people mover in Atlantic City.
In addition to esthnating the
demand for and costs of a people
mover system, the study explores
potential revenue sources for
funding a system and it examines
the public issues germane to
the question of whether and
how a system can be implemented.
In sum, this study provides
the information necessary for
understanding the issues involved
in the implementation of a people
mover in Atlantic City. As a
result, state and local decision-makers
will be better prepared to determine
whether or not the people mover
concept deserves further action.
