Westchester
County Housing Needs Assessment
This
report analyzes existing and
projected housing demand and
supply in the Westchester County
housing region. The analysis
proceeds by:
-
Defining the appropriate regional
focus (i.e., defining the
Westchester County housing
region;
-
measuring the existing housing
need within the region as
of 1990;
- projecting
the future growth in demand
for low-cost housing through
2000;
-
profiling the socioeconomic
and demographic characteristics
of households comprising this
existing and projected demand;
-
describing the region's existing
housing stock and projecting
housing supply to the year
2000; and
- matching
projected housing demand against
projected conventional housing
supply to determine the magnitude
of net remaining unmet housing
need in the region.
These
building blocks of data provide
a comprehensive, rigorous framework
for shaping appropriate policy
responses to the three types
of housing need in the Westchester
County housing region identified
by this report: existing need
due to physically inadequate
housing; existing need due to
excessive cost burden; and prospective
need for affordable housing
not met by growth in the conventional
housing supply.
