The Impact of Planning on EDA RLF Performance

EDA is a government agency that promotes and depends on local and regional planning. All grants must be in accordance with a comprehensive strategy of economic regeneration. Planning is important to setting both the framework (CEDS) and the objectives (RLF Plan) for economic progress. Sustained and coordinated economic development would flounder without this type of planning. Other public agencies look to EDA to put a strategy of economic development in place. This type of strategy aids the RLF by ensuring that its activities support the general theme of economic restructuring. The strategy is also important to RLF portfolio performance because it targets recipients of loans and provides procedures and guides with which to view loan performance. It is this study’s conclusion from the 30 cases examined that economic development planning is important to the goals of economic restructuring and to the basic objectives of portfolio performance.
