The Edward J. Bloustein School offers a hierarchy of professional certificates for learners who pass approved continuing education courses offered by the Bloustein School. These certificates demonstrate to members of your field your level of competency in topic areas.
Certificates can be achieved in the following course tracks:

| Tracks are a set of related courses in a knowledge area. Every course offered in BOCEP can be applied to at least one track. Students seeking Certificates of Completion must complete at least three courses in a track.

All Bloustein Online Continuing Education Program courses can be applied to any of the following professional certificates. Every BOCEP course counts for 20 hours of coursework eligible for a certificate.
Anyone who passes The Leading from the Middle program offered by The Leading Institute receives credit for 60 hours of coursework and Certificate of Completion.
Everyone who has achieved at least a Certificate of Completion or is actively pursuing a Professional Certificate can participate in free leadership and career development videoconference sessions. These sessions, which combine teaching and group learning, will cover a wide array of topics. Many of them will be chosen by participants. (Note: To be eligible for these sessions, a participant must meet the following conditions:
1. The participant must have received at least a Certificate of Completion in a PDI-approved program, or has enrolled in at least one course leading to a Professional Certificate (i.e., paid the optional Certificate fees) during the academic year (September to July); or is a member of The Leading Institute Network; and
2. Has no outstanding balance due for a PDI or TLI-related class.
Types of certificates available
Certificate of Completion
To receive this certificate, a learner must:
- Complete 60 hours of approved continuing education coursework.
Master Practitioner Certificate
To receive this certificate, a learner must:
- Complete 120 hours of approved continuing education coursework
- Prepare a Reflective Paper that meets program standards. The Reflective Paper is a document of 10 to 15 pages describing what knowledge the learner gained in the program, and how the knowledge was applied in practice.
Expert Practitioner Certificate
To receive this certificate, a learner must:
- Complete 180 hours of approved continuing education coursework
- Prepare a Reflective Paper as indicated in the Master Practitioner Certificate initiative.
- Prepare an Expertise Paper that meets program standards. The Expertise Paper is a discussion, 20 to 30 pages in length, of a subject within the learner’s topic area. The purpose of the Expertise Paper is for the learner to demonstrate his or her expertise in a subject. To meet program standards, the Expertise Paper must be written to generally accepted standards for graduate-level research assignments.
Additional information
- There is no deadline for completing a Certificate. You can begin your path at any time with any approved course. Those who are new to the planning field may find it better to start with basic courses, such as Introduction to Urban Planning.
- There is no charge to apply for or maintain your status in your pursuit of a Professional Certificate. There is a Certificate fee (typically $50 per class) for every class that you want to have considered for credit toward a certificate. If you do not pay the fee, the course will not be considered for credit.
- If you fail a course, or fail to complete it, there is no reimbursement of the Certificate fee. If you take the class again, you must pay the Certificate fee again. The only exception to this rule is if you have an Approved Extended Absence authorized by the PDI or TLI Director.
- Learners can apply work completed from one Certificate to another. For example, a Learner who has already achieved a Certificate of Completion need only complete another 60 hours of coursework and prepare an acceptable Reflective Paper to receive a Master Practitioner Certificate.
- Sorry, at this time we do not provide credit for work completed at other continuing education programs or non-approved classes (credit or otherwise) offered at Rutgers University.
Applying for the Professional Certificate program
- Learners must fill out an application to enter the Certificate program. There are no prerequisites, transcripts or application fees needed. All applicants are accepted into the program. They must complete program requirements to earn Certificates. To apply:
