| William D. Bierman leads the Transportation
Law Group at Nowell Amoroso Klein Bierman P.A., of Hackensack,
NJ, which provides a full range of legal services for the
transportation industry. His clients include transportation
companies involved in all modes of transportation. He is a
member of the Board of Directors of the Transportation Loss
Prevention & Security Council of the American Trucking
Association, is co-chair of its Legal/Legislative Committee,
and conducts advance seminars on transportation law in conjunction
with the association.
Flora Castillo is associate vice president of public
affairs and marketing at Keystone Mercy Health Plan of southeastern
Pennsylvania. A resident of Ventnor, Ms. Castillo became the
first and only Latina appointed to serve on the NJ TRANSIT
Board of Directors in May 1999. She chairs the NJ TRANSIT
Board's administration and customer service committees. Ms.
Castillo is a member of the American Public Transportation
Association, the Women's Transportation Seminar and the Conference
of Minority Transportation Officials.
Thomas B. Deen is the former Executive Director of
the Transportation Research Board and now works as a transportation
consultant. During his time at TRB, Mr. Deen initiated efforts
that led to the creation of the Strategic Highway Research
Program and Transit Cooperative Research Program. Before joining
TRB, Mr. Deen served as President of Alan M. Voorhees and
Associates. More recently, Mr. Deen has been appointed to
head panels examining traffic problems in the Washington area,
the potential for maglev between Baltimore and Washington,
deck failures on the Chesapeake Bay Bridge and the transportation
of highly radioactive spent nuclear fuel to the Yucca Mountain
repository.
Mortimer L. Downey, III serves as President of PB
Consult, Inc., a Parsons Brinckerhoff subsidiary providing
advisory and management consulting services to public and
private owners, developers, financers and builders of infrastructure
projects worldwide. Mr. Downey held the position of U.S. Deputy
Secretary of Transportation for eight years, becoming the
longest serving individual in that post, and was a member
of the Board of Directors of the National Railroad Passenger
Corporation (Amtrak). Previously, Mr. Downey was the executive
director and chief financial officer of the New York Metropolitan
Transportation Authority (MTA), the nation’s largest
independent public authority.
Jim Florio was Governor of New Jersey from 1990 to
1994 and currently is a partner in the law firm of Fischbein
Badillo Wagner Harding. He is a University Professor for Public
Policy at the Edward J. Bloustein School of Planning and Public
Policy at Rutgers University. He is a founding member of The
Florio Group, LLC, which provides strategic business consulting
services to major energy and transportation companies, including
its role as strategic advisor to Public Service Electric &
Gas and General Public Utilities. While in Congress from 1974
through 1990, representing the 1st District of New Jersey,
Mr. Florio was a member of the Energy and Commerce Committee
and chaired the House Subcommittee on Commerce and Transportation.
Robert Franks was appointed President of the HealthCare
Institute of New Jersey (HINJ), an association of 22 research-based
pharmaceutical and medical technology companies based in Hillside,
in August 2001. Mr. Franks represented New Jersey’s
7th Congressional District, which covers parts of Union, Somerset,
Middlesex and Essex counties, over four consecutive terms.
During his tenure in Congress, Mr. Franks served on the House
Transportation & Infrastructure Committee and the Budget
Committee, and chaired the Economic Development, Public Buildings,
Hazardous Materials and Pipeline Transportation Subcommittee.
Before his election to Congress, Mr. Franks served 13 years
in the New Jersey General Assembly representing the 22nd district,
which covered Union and Somerset Counties. Mr. Franks also
served as New Jersey Republican State Chairman from 1987 to
1989 and again from 1990 to 1992.
Louis J. Gambaccini is a Distinguished Senior Transportation
Fellow and former Executive Director of the Alan M. Voorhees
Transportation Center. He is a Fellow with the National Academy
of Public Administration, a Board Member of the Council for
Excellence In Government, which he founded, and a Member of
the American Society for Public Administration. Mr. Gambaccini
was New Jersey Commissioner of Transportation and the first
Chairman of the NJ TRANSIT Corporation, General Manager of
the Southeastern Pennsylvania Transportation Authority, General
Manager of PATH, and Director of the National Transit Institute.
Arthur E. Imperatore, Jr., is President and Chief
Executive Officer of Arcorp Properties, which includes several
privately held corporations, including NY Waterway, Port Imperial
Marina, Dry Dock Restaurants and Imperatore Landscaping. His
corporate involvements include real estate development, ferry
and connecting bus transportation, and full-service restaurant
operations. He serves as a member of the Board of Newark Museum,
the Regional Plan Association and The Hudson River Park Trust,
and is a Commissioner of the New Jersey Railroad and Transportation
Museum Commission.
James C. Kellogg is a retired attorney who serves
on the finance committee of Meridian Health and the Board
of Trustees of Bloomfield College in Bloomfield, N.J. Mr.
Kellogg was a NJ TRANSIT board member from 1990 to 1994 and
President of the Community Foundation of New Jersey from 1994
to 2002. He graduated from Princeton University in 1961 and
Harvard Law School in 1964.
Eva Lerner-Lam has 25 years of experience in transportation
planning, operations, research, and policy-making. As founder
and President of the Palisades Consulting Group, Inc., she
specializes in leading strong, multidisciplinary approaches
to solving problems in complex transportation systems. She
was Director of Planning and Operations for the San Diego
Metropolitan Transit Development Board during the startup
of the San Diego Trolley in the early 1980s, and later was
appointed to the New Jersey Transit Corporation Board of Directors.
Joseph J. Maraziti, Jr., is a principal in Maraziti
Falcon Healey and a former Chairman of the New Jersey State
Planning Commission. He has advised public- and private-sector
clients regarding environmental and infrastructure-related
issues and has successfully litigated matters involving a
wide variety of environmental laws and regulations having
national significance. He has served on the New Jersey Supreme
Court Committee on Environmental Litigation, was the founding
chair of the Morris County Bar Association Environmental Law
Committee, is an Associate of the Environmental Law Institute,
and a frequent lecturer on environmental topics.
Robert E. Mortensen retired from Conrail in 1996,
concluding a 30-year career, and now serves as general manager
of The Philadelphia Singers. After leaving Conrail, Mr. Mortensen
became an independent consultant advising foreign governments
how to privatize state-owned railroads. He serves as the Chief
Executive Officer of the Central East African Railways Company,
which operates rail lines in Malawi and northern Mozambique.
A graduate of Rutgers, Mr. Mortensen was a member of the Conrail
team which conducted the strategic commercial planning for
the company at its inception.
Peter E. Stangl is the former President of Bombardier
Transit Corporation and Vice President of Business Development
of Bombardier Transportation. Under his leadership, Bombardier
became the foremost passenger railcar manufacturer in North
America, with approximately half the overall passenger railcar
market. Prior to joining Bombardier, Mr. Stangl served as
Chairman and Chief Executive Officer of New York’s Metropolitan
Transit Authority, acting President of the Long Island Rail
Road and the first President of the Metro North Railroad.
Gail Toth is the Executive Director of the New Jersey
Motor Truck Association. She has over twenty-five years experience
in the transportation industry and is an expert in motor carrier
cargo liability and cargo security. She has also served as
Executive Director of the American Trucking Association’s
Transportation Loss Prevention & Security Council, Administrator
of the Transportation Arbitration Board and the President
of Freight Claim Management Services. Mrs. Toth was the only
private citizen to receive the U.S. Department of Transportation’s
9/11 Medal.
Alan W. Voorhees is Vice President for Investments
at PaineWebber, Inc. He was previously Manager of Corporate
Finance for Allied-Signal, Inc. (now Honeywell). He is a Board
Member of the George Street Playhouse and former coach of
the Madison YMCA swim team. His involvement guarantees the
ongoing commitment of the Voorhees family to the Alan M. Voorhees
Transportation Center.
Ralph W. Voorhees is Senior Vice President for Investments
at PaineWebber/UBS. Prior to joining the brokerage firm in
1956, he was assistant business manager of the Peddie School
and the Lawrenceville School, respectively. He served on the
Board of Directors of Atlantic Southeast Airlines and currently
serves on the Board of Directors of New Brunswick Savings
Bank. As a leading advocate for Middlesex County, he is the
chairman of the boards of United Way of Central New Jersey,
Family Counseling Services of Middlesex County, Robert Wood
Johnson University Hospital, and New Brunswick Cultural Center.
He was chairman of the board of the Rutgers University Foundation
and currently serves on the Rutgers University Board of Overseers.
James Weinstein is a Senior Vice President for DMJM+HARRIS,
part of AECOM consultants and one of the top transportation
engineering firms in the country. Mr. Weinstein is responsible
for all the highway and bridge practice in the eastern United
States. Before joining the firm, he was Senior Vice President
in charge of Amtrak’s Northeast Corridor, and New Jersey
Commissioner of Transportation and Chairman of NJ TRANSIT.
